Network ICOM statement on member travel to conflict zones and/or disputed territories

With a network of more than 57,000 members across 138 countries and territories, ICOM is a membership association and a non-governmental organisation which establishes professional and ethical standards for museum activities and makes recommendations on issues related thereto. Guided by its Code of Ethics for Museums, ICOM is the voice of museum professionals on an international stage and raises public cultural awareness through global networks and cooperation programmes.

In the context of its mission[1], the Executive Board hereby recalls that ICOM members should exercise a high degree of caution when considering travel to places experiencing conflict and/or disputed territories, whether or not such travel is undertaken by invitation or personal choice.

Such regions are often characterised by high tensions and complex geopolitical dynamics that may have significant implications for cultural heritage. While the presence of museum professionals can foster dialogue and collaboration, an ICOM member’s actions or presence may be interpreted as an expression of support for one side of a conflict, even when no such intention exists.

As a global association operating in the field of culture, ICOM is guided by the principles of neutrality and impartiality, recognising the importance of fostering dialogue, while avoiding actions that could exacerbate divisions. ICOM members are encouraged to align with these principles and to consider the broader implications of their travel and engagement in sensitive areas. This includes evaluating the potential consequences for (i) the communities involved, (ii) the perception of ICOM’s mission, and (iii) the long-term preservation of cultural heritage.

Finally, ICOM reiterates its commitment to supporting its members through resources, ethical guidance, and a platform for dialogue.

By acting responsibly and thoughtfully, ICOM members can contribute to the organisation’s overarching goal of protecting the shared cultural heritage of humanity.
